There are two types of RNA: coding (only mRNA) and non-coding (all the others i.e tRNA, rRNA, miRNA, siRNA, snRNA, XIST RNA etc).

The type of RNA that regulates gene expression is the non-coding one, most especially miRNA's (micro RNA).

The miRNA triggers the degradation of the mRNA or inhibition of the translation of the mRNA containing 3'UTR sequences that are complementary to the miRNA.
